Requires telecommunications and cable companies to remove abandoned above-ground lines from poles, buildings, and other structures within 30 days of determining abandonment, or correct the condition causing the line to be abandoned

Defines "abandoned" lines as those not terminated at both ends to equipment, not maintained safely, not intended for future use, or not in operation for at least 24 consecutive months after a removal request is submitted

Mandates that entities mark newly installed lines attached to buildings with company initials, abbreviations, corporate symbols, or other identifying codes to establish clear ownership

Establishes a complaint process allowing property owners, municipalities, utilities, or any person to request removal of suspected abandoned lines through the Board of Public Utilities or directly to the line owner

Authorizes fines of up to $500 per day for entities that fail to comply with removal or marking requirements after receiving written notice and a 30-day cure period from the Board of Public Utilities
