Creates an urban farming grant and loan program administered by the New Jersey Economic Development Authority (NJEDA) in consultation with the Departments of Agriculture and Education

Supports acquisition and maintenance of urban farming sites located in cities of the first through fourth class or municipalities receiving State aid under P.L.1978, c.14

Requires applicants to demonstrate contractual relationships with school districts to provide fresh produce and agricultural products to public school cafeterias

Defines eligible urban farming methods as traditional agriculture, greenhouses, aquaponics, and hydroponics, but explicitly excludes marijuana cultivation for any purpose

Authorizes NJEDA to require audited financial statements from grant and loan recipients and to convert grants to loans if funds are improperly used
