Requires all New Jersey Legislature members, officers, and employees to complete an online tutorial on implicit bias and cultural competency by April 1 of every even-numbered year

Mandates additional annual implicit bias and cultural competency training beyond the online tutorial, directed by Executive Directors for staff and by the Senate President or Assembly Speaker for legislators

Certifications of tutorial completion and training verification must be filed with the Legislative Counsel and are designated as public information

Defines "implicit bias" as bias in judgment or behavior resulting from subtle cognitive processes operating below conscious awareness, and "cultural competency" as the ability to understand and interact with people from different cultures or belief systems

Applies to district office staff members as well as legislators themselves, with each member responsible for certifying their staff's completion of requirements
