Creates a four-year summer transition pilot program providing six weeks of instruction in language, literacy, and mathematics for rising kindergarten students before they enter school in the fall.

Limits eligibility to students whose family income is at or below 85% of New Jersey's median income, adjusted for household size.

Targets students who did not attend State-funded preschool, attended only part of the year, or need additional academic support, as well as priority groups including English language learners, students with IEPs, children in foster care, and homeless children.

Authorizes the Commissioner of Education to select up to 15 school districts across urban, suburban, and rural areas in northern, central, and southern regions of the state.

Establishes the "Summer Transition Program Fund" within the Department of Education to provide grants to participating districts, funded through legislative appropriations and available federal or private funds.
