Extends New Jersey's enrollment-based child care subsidy payment system from the original June 30, 2022 expiration date to June 30, 2025, requiring payments to licensed child care centers and registered family day care providers be calculated based on enrolled eligible children rather than attendance.

Requires providers receiving enrollment-based subsidies to pay staff wages and determine staff hours based on the number of enrolled eligible children, not attendance figures.

Mandates providers maintain staff-to-enrolled-children ratios as established by the Office of Licensing in the Department of Children and Families at all times.

Requires the Division of Family Development to conduct a cost comparison study and submit a report to the Governor and Legislature within three years, analyzing enrollment-based versus attendance-based subsidy payment approaches.

Allows providers to continue receiving enrollment-based payments until the Division issues its final report, at which point the Division may consider extending the enrollment-based subsidy system.
