Expands Educational Opportunity Fund (EOF) grant eligibility to include students who have previously earned an associate degree, college credits, or participated in dual degree programs while in high school

Prohibits campus-based EOF programs at New Jersey higher education institutions from excluding otherwise eligible students based on prior college credits, associate degrees, or dual enrollment participation

Requires applicants to maintain existing EOF eligibility requirements: 12-month New Jersey residency, enrollment in an approved degree or study program, demonstrated financial need, and compliance with board regulations

Takes effect immediately and applies starting with the first full academic year following enactment
