Creates a new Students with Disabilities Preschool through Grade 12 endorsement allowing holders to teach students with disabilities across all grade levels in public schools, except for students who are blind, visually impaired, deaf, or hard of hearing

Holders of existing students with disabilities endorsements may apply to receive the new expanded endorsement

Establishes a Kindergarten through Grade 8 endorsement permitting holders to teach all subjects in grades K-6 and their specialty subjects in grades 7-8

Creates a Bilingual and Bicultural Preschool through Grade 12 endorsement requiring candidates to demonstrate oral and written competence in English and the target language and complete an approved bilingual education program

Directs the State Board of Education to adopt rules and regulations to implement these new teacher certification endorsements
