Establishes the Center for Career Relevant Education and Talent Evaluation of New Jersey (CreateNJ) at Thomas Edison State University to serve as the state's central resource for evaluating and translating learning experiences into academic credit, career credentials, and apprenticeship credits

Creates the "CreateNJ Workforce Transcript" as a validated record documenting an individual's academic credit equivalencies, career credentials, pre-apprenticeship and apprenticeship credits, and relevant knowledge, skills, and abilities

Forms a 12-member steering committee co-chaired by the Thomas Edison State University President and the Commissioner of Labor and Workforce Development, with representatives from various state agencies, the Economic Development Authority, and higher education organizations

Establishes a voluntary database housing skills and credits credentialed by Thomas Edison State University and other participating institutions, with individual participation requiring informed consent and compliance with state and federal privacy laws

Authorizes CreateNJ to assess fees for database utilization and transcript generation, enter into contracts with public or private entities, and apply for grants to support operations
