Allows individuals who selected the "verbal threshold" (limitation on lawsuit) option on their auto insurance to sue for noneconomic damages when injured by drunk or reckless drivers

Removes the requirement to prove severe injuries (death, dismemberment, permanent injury, etc.) when the at-fault driver is convicted of or pleads guilty to drunk driving, refusing a breathalyzer, or reckless driving

Applies to accidents where the tortfeasor violated New Jersey's drunk driving statute (R.S.39:4-50), breathalyzer refusal law (C.39:4-50.4a), reckless driving statute (R.S.39:4-96), or similar laws from other jurisdictions

Takes effect immediately upon enactment and applies to causes of action that accrue on or after that date
