Prohibits medical malpractice insurers from taking adverse actions against providers who perform reproductive health care services or gender-affirming care for patients from states where such services are illegal.

Permits religious employers meeting IRS nonprofit criteria to request coverage exclusions when the mandate conflicts with their religious beliefs.

Authorizes advanced practice clinicians, including nurse practitioners, physician assistants, and certified midwives, to perform aspiration abortions and medication abortions within their scope of practice.
