Codifies authority for physician assistants, certified nurse midwives, certified midwives, and advanced practice nurses to perform aspiration abortions (using manual or electric suction) and provide medication abortions within their scope of practice and training.

Establishes that abortion facilities performing procedures without general anesthesia are not required to be licensed as ambulatory surgical facilities, allowing procedures to be performed in procedure rooms rather than operating rooms.

Removes the requirement for private professional offices to obtain ambulatory care facility or surgical practice licenses solely for performing early aspiration abortions without anesthesia or providing medication abortions.

Exempts entities seeking licensure for facilities performing early aspiration abortions from certain licensing limitations that apply to other ambulatory surgical facilities.

Declares legislative findings that targeted restrictions on abortion providers (TRAP laws) are medically unnecessary and that regulations expanding provider types have been in effect since 2021, training tens of thousands of medical professionals.
