Establishes a 12-month authorization period for family support services (agency-hired, agency-weekend, and self-hired respite care) for individuals under 21 with developmental disabilities, replacing the current 90-day reauthorization requirement.

Requires the Division of Children's System of Care to provide families with a bank of respite care service hours separate from other family support service hours, based on specific family needs.

Creates an annual reevaluation process to assess service needs and outcomes, replacing the current annual reapplication process, with families retaining the option to stay with their existing service agency.

Prohibits the Division from reducing authorized respite care service hours during the 12-month authorization period.

Covers three types of respite care: agency-hired (trained workers in or outside the home), agency-weekend (weekend activities outside the home), and self-hired (family-recruited workers paid directly by the family).
