Prohibits New Jersey public entities and public employees from entering confidential settlement agreements in cases where employees invoke the Conscientious Employee Protection Act (Whistleblower Act), unless the matter involves national security.

Classifies all whistleblower-related settlement agreements involving public entities as public records under New Jersey's open public records laws.

Requires the Attorney General to maintain a searchable online database of these settlement agreements, including settlement dates, party names, claim descriptions, payment amounts, and outside legal counsel compensation.

Extends public record status to all settlement agreements where any public entity is a party, regardless of whether whistleblower protections are involved, except for national security matters.

Takes effect 90 days after enactment and preserves existing protections that shield the identities of minor victims in sex crime and child abuse cases.
