Allows motor vehicle insurers to exclude coverage for shared vehicles under a vehicle owner's personal auto policy, including liability, personal injury protection, uninsured motorist, and physical damage coverage during car sharing periods.

Mandates peer-to-peer car sharing programs verify shared vehicles have no outstanding unrepaired safety recalls before listing, and requires vehicle owners to remove vehicles with active recalls from availability.

Requires programs to disclose to users all fees, daily rates, insurance costs, emergency contact information, and that personal auto insurance may not cover the vehicle during sharing periods.
