Expands the New Jersey State Board of Cosmetology and Hairstyling from 13 to 15 members

Reduces public member positions from three to two members

Replaces the single licensed teacher position with four education-related positions: two representing public school vocational programs in cosmetology approved by the State Board of Education, and two representing licensed private schools of cosmetology and hairstyling

Modifies the six practitioner positions to include individuals licensed in any profession under the board's jurisdiction, rather than specifically requiring cosmetologist-hairstylists, beauticians, and barbers

Retains two positions for hair braiding shop owners/operators and one State executive department member
