Requires goods distribution facilities with 100,000+ square feet, facilities in overburdened communities with 50,000+ square feet, or facilities generating 50+ daily truck trips to obtain an indirect source air pollution permit from the Department of Environmental Protection.

Sets a goal of reducing air pollution emissions from regulated facilities to zero by 2050 through truck electrification, on-site solar power generation, battery storage, and other measures.

Establishes a points-based compliance system where facilities earn annual mitigation credits for purchasing battery-electric trucks, installing EV charging infrastructure, using zero-emission equipment, and other pollution reduction measures.

Mandates annual permit fees to cover DEP administrative costs, plus a first-year surcharge to fund eventual site cleanup and restoration, with civil penalties of $10,000-$20,000 per day for violations.

Requires DEP to conduct annual inspections of at least 10% of facilities in overburdened communities and 5% of other facilities, including fence-line monitoring, satellite data analysis, and truck counting on adjacent roads.
