Commission membership includes the Commissioner of Environmental Protection, Executive Director of the New Jersey Historical Commission, two senators, two Assembly members, and three Governor-appointed public members with expertise in fields like history, architecture, planning, or archaeology

Commission must assess federal requirements, park management differences, impacts on historical and ecological resource preservation, effects on neighboring communities and businesses, and consequences of converting state or private lands to federal parkland

Commission must evaluate impacts on local tax revenue and state tourism revenue, particularly during the years surrounding the nation's 250th anniversary celebrations

Final report due to the Governor and Legislature within one year of the commission's first meeting, after which the commission expires
