Requires quarterly expenditure reports, monthly revenue reports, public employee compensation data, bond debt information, and State pension and post-retirement benefit liabilities to be published online.

Mandates analysis of State economic development tax credit programs, including recipient businesses, subsidy amounts, recaptured subsidies, and projected versus actual job creation and capital investment outcomes.

Requires a plain-language financial analysis (maximum 35 pages with visual aids) based on the Comprehensive Annual Financial Report, plus disclosure of any excluded transactions and reasons for exclusion.
