Mail-in ballot envelopes must be marked "Do Not Forward. Return to Sender. Return Postage Guaranteed" to prevent delivery to addresses where voters no longer reside.

Residents who receive mail-in ballots for someone no longer at their address may return them unopened to the county clerk with notations such as "No Longer at this Address," "Moved out of State or County," or "Deceased."

Voters whose mail-in ballots are rejected due to a missing or detached Certificate of Mail-in Voter may cure the defect by completing a replacement certificate provided by the county board of elections within 48 hours before final certification.

County clerks must forward returned mail-in ballots to the commissioner of registration within 30 days, and deceased voter records must be transferred to the death file within 30 days after investigation.

The Secretary of State must prepare and distribute instructions within 60 days on returning undeliverable mail-in ballots, to be published on state and county election websites.
