Amends P.L.2012, c.45 to remove the requirement that medical and dental services provided through University Behavioral Healthcare and the School of Nursing to the Department of Corrections (DOC) and Department of Children and Families (DCF) must be performed by public employees

Allows DOC and DCF, upon expiration of existing contracts with Rutgers, to competitively bid medical and dental service contracts to any qualified vendors, not just public institutions

Contracts would be awarded to vendors whose proposals are "most advantageous to the State, price and other factors considered"

Applies specifically to services previously provided under contracts between Rutgers (formerly UMDNJ) and DOC/DCF through University Behavioral Healthcare and the School of Nursing

Intended to reduce State healthcare costs by expanding the pool of eligible service providers beyond public employees
