Allocates 7% of Main Street Recovery Fund grants specifically for small businesses owned and controlled by veterans and service-disabled veterans as defined under federal law (15 U.S.C. s.632(q))

Amends the existing Main Street Recovery Finance Program administered by the New Jersey Economic Development Authority

Eligible veteran-owned businesses may use grants for capital improvements or operating expenses, consistent with existing program rules

Maintains existing eligibility requirements including tax clearance certificates, minimum wage of $15/hour or 120% of state minimum wage for employees, and prevailing wage for construction projects over $50,000
