Establishes the Eagleton Science and Politics Fellowship Program at the Eagleton Institute of Politics at Rutgers University, selecting scientists, engineers, and healthcare professionals with doctoral degrees as fellows named "John Weingart Science Fellows"

Requires a minimum of four fellows annually, with at least two assigned to the Legislature (placed in Office of Legislative Services or majority/minority offices) and at least two assigned to the Executive Branch

Provides fellows with stipends, health, dental, and vision benefits for a one-year, full-time fellowship period

Appropriates $360,000 from the State General Fund for initial stipends and administrative costs of the program

Mandates a minimum annual appropriation of $520,000 starting in State fiscal year 2025 to support the ongoing program
