Amends New Jersey's Fair Housing Act to add definitions for "present need" (deficient housing units occupied by low/moderate income households) and "gap period" (time between housing cycle expiration and the next 10-year prospective need period).

Explicitly prohibits municipalities from being required to address affordable housing needs that arose during "gap periods" when no clear state guidelines were provided, limiting fair share calculations to 10-year prospective periods only.

Maintains the existing 1,000-unit cap on affordable housing that municipalities must address within 10 years, unless evidence shows the municipality issued more than 5,000 residential certificates of occupancy in the preceding decade.

Responds to court rulings that imposed retroactive affordable housing obligations on municipalities for the 15+ year gap period when the state failed to provide compliance guidelines.
