Expands the State Health Benefits Commission from 5 to 9 members by adding a mayor or township business administrator, a county commissioner/executive/finance officer (both appointed by the Governor), and two additional local employee representatives chosen by the AFL-CIO Public Employee Committee

Expands the School Employees' Health Benefits Commission from 9 to 13 members by adding representatives nominated by the New Jersey Education Association, NJ State AFL-CIO education section, NJ Association of School Business Officials, and NJ Council of County Colleges

Increases the number of votes needed for joint nomination of the School Employees' Health Benefits Commission chairperson from 6 of 8 members to 10 of 12 members

All new School Employees' Health Benefits Commission appointees must be qualified by experience, education, or training in the review, administration, or design of health insurance plans for self-insured employers

Takes effect 90 days following enactment
