Appropriates $2 million to establish a paid service program providing $750 monthly stipends to new volunteer firefighters who complete at least 15 hours of firehouse duties per month during their first year of service

Creates the Volunteer Firefighter Tuition Remission Program offering tuition coverage for up to 16 undergraduate or 8 graduate credits per semester (maximum 8 semesters) at public institutions in exchange for a 4-year volunteer service commitment

Provides a $1,000 state income tax credit to volunteer firefighters who perform at least 100 hours of service annually

Encourages school districts to offer after-school programs for grades 6-8 on volunteer fire service and requires county vocational schools (grades 9-12) to incorporate public safety instruction including firefighting and emergency medical services

Directs the Division of Fire Safety to manage AmeriCorps programs related to volunteer firefighters, implement recruitment programs, and create training materials and a website dedicated to volunteer firefighter recruitment and retention
