Requires candidates and petition circulators to take a new "bona fide candidacy" oath swearing they are running in good faith and not engaging in "vote syphoning schemes" to undermine another candidate's campaign.

Makes falsely swearing to the bona fide candidacy oath a third degree crime under New Jersey law.

Mandates all oath affidavits be submitted on paper with original signatures attached to filed petitions; failure to comply renders petitions defective.

Establishes pre-election reporting requirements for independent expenditure committees, including reports due 29 days and 11 days before elections and 20 days after elections, with 72-hour and 24-hour notice requirements for contributions over $7,500 made close to election day.

Adds violation of the bona fide candidacy oath as grounds for contesting a nomination or election under R.S.19:29-1.
