Pet groomers who receive three or more validated complaints of negligent performance within one calendar year must register with the Division of Consumer Affairs

"Negligent performance" includes injuries requiring veterinary contact, severe illness contracted during grooming, pet escape, or pet death while in the groomer's care

Pet owners must file complaints within 90 days of an incident, and the Director must investigate and render a final disposition within 90 days of filing

Registered groomers must notify all customers and conspicuously post their registration status in their facilities; registration remains in effect for one year and extends an additional year for each new validated complaint

The Division must maintain a public online list of registered negligent groomers, and violators face a $1,000 per day penalty for performing grooming services without required registration
