Exempts officers who completed both phase 1 and phase 2 of the Basic Humane Law Enforcement Course prior to 2017 (P.L.2017, c.331) from additional animal cruelty training requirements

Exempts active or retired police officers, county investigators, sheriff's officers, correctional officers, Class Two special law enforcement officers, humane law enforcement officers, and State Police members who completed phase 1 of the course prior to 2017

Requires exemption applicants to submit documentation from their primary care physician certifying they meet health and physical fitness standards for their applicable law enforcement position

Disqualifies from exemption any person convicted of a crime, found liable for civil animal cruelty offenses, or separated from law enforcement duty for seven years or more as of the 2017 law's enactment

Removes authorization for agents of county SPCA organizations appointed before 2017 to be designated as municipal or county humane law enforcement officers
