Institutions must conduct biennial reviews of their organizational structure to identify cost-reduction opportunities, including potential shared services for fiscal, human resources, and IT functions between units or institutions

Biennial space utilization studies are required to identify opportunities to reduce energy, maintenance, and other costs from underutilized facilities

Faculty productivity reports must be published biennially on institution websites, including courses taught per faculty member, teaching assistant usage, percentage of time spent on research, and publications/creative works
