Eligible 11th and 12th grade public high school students can receive up to 3 tuition-free credits per semester (maximum 6 credits per school year) at county colleges through dual enrollment programs.

Eligibility is based on family financial need criteria matching the New Jersey Educational Opportunity Fund standards, and students must demonstrate college readiness through a minimum GPA set by the Commissioner of Education.

Students must maintain a grade of C or higher in all program courses to continue participating; those who don't meet the GPA requirement may instead take one tuition-free remedial course per semester.

The State of New Jersey will cover all tuition costs for participating students.

The Commissioner of Education must submit annual reports by August 1 detailing program participation, completion rates, credits earned, graduation rates, and college enrollment plans of participants.
