Establishes a minimum base NJ FamilyCare per diem reimbursement rate of $1,100 for special care nursing facilities operating neurologically impaired young adult units, effective January 1, 2024

Eligible facilities must have received a certificate of need from the Department of Health as of July 1, 2023 to operate a neurologically impaired young adult unit

Facilities receive either their FY 2022 base per diem reimbursement rate or $1,100 per diem, whichever is greater

Special care nursing facilities are defined as standalone facilities (not attached to hospitals or within conventional nursing facilities) approved to provide specialized care beyond conventional nursing facility scope

Requires the Commissioner of Human Services to apply for federal Medicaid and CHIP waivers or state plan amendments to secure federal financial participation
