Declares that local governments in New Jersey lack authority to adopt ordinances, resolutions, or rules allowing non-U.S. citizens to vote in local elections, making any such policies null and void as against public policy

Establishes that any vote or action by an elected local government officer to approve measures allowing noncitizen voting constitutes a violation of their oath of office under R.S.41:1-3

Amends the Local Government Ethics Law to add a new prohibition preventing elected local government officers from engaging in any action that violates their oath of office, including provisions supporting the U.S. and New Jersey Constitutions

Makes violations of an elected local government officer's oath of office subject to penalties under the Local Government Ethics Law

Takes effect immediately upon enactment
