Creates a 15-member Legislative Enactment Oversight Committee within the Department of State to monitor whether enacted laws and joint resolutions are implemented properly, efficiently, and on time by responsible agencies.

Committee members appointed by the Governor upon recommendations from legislative leaders, with each member required to have expertise in specific policy areas including education, housing, labor, environment, and transportation.

Members serve 5-year terms as full-time positions with salaries up to $120,000 for the chair and $90,000 for other members, though they are ineligible for state retirement or health benefits programs.

Committee will track implementation of all laws enacted after the bill's effective date plus those enacted within the previous 5 years, and must assign staff to respond to legislators' inquiries about implementation status.

Required to submit reports to the Governor and Legislature at least twice annually on findings, with authority to hire independent consultants and request assistance from any state, county, or municipal agency.
