Requires the New Jersey Motor Vehicle Commission to provide all vehicle and licensing services (license renewals, registrations, title transfers, ID cards) at every agency location with in-person service options

Mandates that all MVC agency locations serve walk-in customers without requiring appointments, accommodating walk-ins whenever there are no-show appointments or available capacity

Requires each agency location to have camera and license printers available for emergency services, including reprinting temporary licenses when permanent licenses are delayed in the mail

Establishes a permanent online scheduling system for commercial driver's license holders to book written tests, skills tests, and endorsement tests at any MVC facility

Directs the MVC to create informational pamphlets listing all services and instructions, available both online and in paper form at each agency location

Takes effect on the first day of the fourth month after enactment
