Adds mental health rehabilitation services provided through clubhouse programs to the list of services eligible for Medicaid reimbursement in New Jersey

Defines "clubhouse program" as a non-residential, community-based psychosocial rehabilitation program accredited by Clubhouse International that uses a membership model to help individuals transition to less restrictive care and reintegrate into the community

Members participate with staff assistance in operating all aspects of the program, including food service, clerical work, reception, janitorial duties, employment training, housing assistance, and educational support

Coverage of clubhouse program services does not preclude coverage of other mental health services prescribed in conjunction with clubhouse participation

Requires the Commissioner of Human Services to apply for necessary federal Medicaid waivers or state plan amendments to implement the program and secure federal financial participation
