Amends the "Prevention of Domestic Violence Act of 1991" to explicitly clarify that non-institutionalized elderly persons in private residential or community settings are covered as potential victims of domestic violence

Expands the legislative findings to recognize that elder abuse includes emotional, psychological, and physical forms of violence, not just physical abuse

Updates the definition of "victim of domestic violence" to expressly include elderly persons 18 years or older who are abused by current or former household members

Excludes institutionalized elderly persons who are already protected under separate law (P.L.1977, c.239) governing nursing homes and similar facilities

Addresses concerns that elderly individuals often feel compelled to depend on family members or others who may victimize them, making them particularly vulnerable to unreported domestic abuse
