Establishes the Council for Community Recovery and Family Success as an independent 25-member body within the Department of Community Affairs, comprising eight ex-officio state commissioners/executives and 17 public members appointed by the Governor, Senate President, and Assembly Speaker.

Directs the council to develop a statewide initiative promoting infant, child, youth, and family well-being based on four pillars: positive family relationships, safety and financial security, quality education, and good health.

Requires the council to advocate for a State Bill of Rights for Infants, Children, Youth, and Families modeled on the United Nations Treaty on the Rights of the Child.

Mandates establishment of community recovery and family success councils in each of New Jersey's 21 counties to assess local needs and develop preventive services.

Appropriates $4.0 million from the General Fund for implementation over three fiscal years, with unexpended funds retained and eligible for investment.
