Office of Homelessness Prevention must contract with a county agency or nonprofit in each of New Jersey's 21 counties to issue personal identification and coordinate birth certificate copies for individuals experiencing homelessness

Contracted county agencies and nonprofits will have direct access to issue birth certificates from the State Office of Vital Statistics and Registry, with notification required for each issuance

$2 million appropriated from the General Fund to support the program, distributed among contracted agencies proportionally based on each county's homeless population

Amends existing law (P.L.2019, c.73) to add identification services to the Office of Homelessness Prevention's existing duties, which include data collection, resource coordination, and statewide homelessness strategy implementation
