Requires all State entities that issue permits, licenses, or certifications to compile and submit catalogs to the Governor detailing each type of permit/license/certification, application methods, processing timeframes, fees, and legal authorities

Directs the Governor's office to establish recommended application processing times for each type of permit, license, and certification after reviewing the submitted catalogs

Mandates refund of application fees to businesses when a State entity exceeds the recommended processing time after receiving a completed application, though the refund does not affect the application's outcome

Defines "State entity" broadly to include State departments, agencies, boards, commissions, corporations, and authorities

Takes effect 90 days after enactment
