Increases FY2026 appropriation to the Department of Children and Families (DCF) by $16.7 million, raising the Children's System of Care budget from $498.75 million to $515.45 million.

Raises the NJ FamilyCare monthly reimbursement rate for care management organization (CMO) services from $1,032 per client to $1,200 per client.

Mandates automatic $100 annual increases to the CMO reimbursement rate in subsequent fiscal years until reaching $1,500 per client.

Care management organizations are county-based agencies that coordinate wraparound care for youth with complex behavioral health issues, substance use disorders, and intellectual and developmental disabilities.
