Residential customers switching between electric power suppliers, gas suppliers, or public utilities must provide government-issued photo ID, or government-issued non-photo ID with secondary identification (such as a utility bill, bank statement, or credit card in the customer's name)

Electric power suppliers and gas suppliers must attest to the public utility that proper identification was provided along with the customer's service address

Customers cannot be required to provide their utility account number or point of delivery identification number if they provide the authorized forms of identification

All switches between suppliers require a written or electronic signature from the residential customer authorizing the change

The bill takes effect 60 days after enactment and applies to contracts formed or renewed after the effective date
