Provides grant awards ranging from $25,000 to $150,000 per qualified manufacturing business for equipment purchases, payroll expenses, or employee training, with priority given to businesses at risk of closing or able to retool for healthcare products

Appropriates $10 million from the General Fund, with $5 million designated for manufacturers producing COVID-19 vaccines and $5 million for those producing other healthcare products like medical devices, PPE, or non-vaccine pharmaceuticals

Requires qualified manufacturing businesses to operate facilities in New Jersey, pay above-average county wages, provide employee health benefits, and serve customers outside their local market

Mandates quarterly reporting from grant recipients on employment levels and expenditures, plus annual EDA reports to the Governor and Legislature on program outcomes including jobs created and capital investments made
