Guarantees homeless individuals the right to use public spaces (sidewalks, parks, transportation, buildings) equally, receive equal treatment from state and municipal agencies, and access emergency medical care without discrimination.

Protects against employment discrimination based on lacking a permanent mailing address or using a shelter address, and ensures equal access to voting registration and identity documentation.

Requires confidentiality protections for personal records provided to homeless shelters and service providers, consistent with HIPAA, the Violence Against Women Act, and federal Homeless Management Information System standards.

Allows prevailing plaintiffs in civil actions alleging violations to receive injunctive relief, declaratory relief, actual damages, and reasonable attorneys' fees and costs.
