Creates a special "Ancient Order of Hibernians" license plate for New Jersey vehicles, with design to be selected by the Motor Vehicle Commission in consultation with the Ancient Order of Hibernians, New Jersey State Board

Charges a $50 initial application fee plus a $10 annual renewal fee, in addition to standard registration fees, with proceeds deposited into a dedicated "Ancient Order of Hibernians License Plate Fund" after administrative costs

Requires the Ancient Order of Hibernians to contribute up to $25,000 to offset initial startup costs and submit at least 500 completed applications before the commission will begin producing the plates

Prohibits use of any state or public funds for initial production, programming, or publicity costs; all startup expenses must be covered by the organization and applicant fees

Allows the Chief Administrator to discontinue the license plate program if the average cost per plate exceeds $50 for two consecutive fiscal years, and the bill expires if the 500-application and funding requirements are not met within 12 months of enactment
