Creates the "New Jersey Pilot Program Review Board" as an independent body within the Department of the Treasury to evaluate whether state pilot programs are meeting their intended goals and should be expanded statewide or made permanent

Board consists of 9 members: 5 appointed by the Governor (including chairperson), and 1 each appointed by the Senate President, Senate Minority Leader, Assembly Speaker, and Assembly Minority Leader, with no more than 5 members from the same political party

Members must have expertise in at least 4 of these areas: accounting/auditing, government, economic analysis, fiscal management, program evaluation, cost-benefit analysis, or research methods, and serve 4-year terms without compensation

Board must review all pilot programs within one year of completion, hold at least 6 public hearings annually across northern, central, and southern New Jersey, and solicit public comments from organizations, businesses, and workers

Board must submit written reports to the Governor and Legislature with recommendations on each pilot program's implementation, effectiveness, and potential for statewide expansion
