Mandates all health insurance carriers in New Jersey, including insurance companies, HMOs, hospital service corporations, and medical service corporations, to cover at-home rehabilitation services

Defines "at-home rehabilitation" as treatment of individuals suffering from functional, physical, or mental impairment due to injury or disease using medical equipment or other means within the patient's home

Requires coverage to be provided at the same level as any other medical condition under the insurance contract or policy

Applies to the State Health Benefits Program and School Employees' Health Benefits Program, requiring the State Health Benefits Commission to include this coverage in purchased contracts

Takes effect immediately upon enactment and applies to all new, renewed, or issued policies after the effective date
