Authorizes State, local government, and bi-state/interstate agency vehicles used for snow and ice removal to display green warning lights in addition to the required amber lights while engaged in hazardous roadway operations

Allows contracted Department of Transportation snow/ice removal vehicles to also display the combined amber and green warning lights

Exempts these vehicles from needing an additional permit from the New Jersey Motor Vehicle Commission, as authorization comes directly from the Department of Transportation

Updates statutory references to replace "Director of the Division of Motor Vehicles" with "Chief Administrator of the New Jersey Motor Vehicle Commission" throughout the relevant code sections

Specifies that green lights may only be displayed when the vehicle presents a traffic hazard requiring unusual care from other drivers and must be shown simultaneously with amber lights
