Prohibits public utilities from filing rate increase requests while the Board of Public Utilities (BPU) has directed them to file a base rate case to determine if they exceeded their authorized rate of return

Prohibits rate increase filings during any period when the BPU is actively investigating whether a public utility has exceeded its authorized rate of return

Bars the BPU from considering, reviewing, or approving any rate increase requests submitted during these prohibited periods

The prohibition on rate increase filings remains in effect until the BPU formally concludes the base rate case proceeding or investigation

Takes effect immediately upon enactment
