Authorizes the New Jersey Governor to issue an executive order during federal government shutdowns prohibiting the removal of eligible residents from residential properties due to eviction or foreclosure proceedings.

Defines "eligible residents" as furloughed federal employees receiving unemployment benefits, federal employees working without pay during a shutdown, or recipients of the Supplemental Nutrition Assistance Program (SNAP).

Allows eviction and foreclosure proceedings to continue during the executive order, but stays enforcement of judgments for possession, warrants of removal, and writs of possession.

Provides exceptions permitting removal if a court determines enforcement is necessary in the interest of justice, or if the eviction is not based on nonpayment, habitual late payment of rent, or failure to pay a rent increase.

Requires the executive order protections to remain in effect for no longer than one month following the end of the federal government shutdown.
