New Jersey National Guard deployment into active duty combat would require an official Congressional declaration of war or explicit Constitutional action to execute federal laws, repel invasion, or suppress insurrection.

State, county, and local law enforcement agencies would be prohibited from participating in civil immigration enforcement operations, providing non-public personal information to federal authorities, or extending detention based solely on immigration detainers, unless authorized by the Attorney General, Governor, or court order.

All federal requests for state/local government cooperation must be immediately reported to the Attorney General's Office, and no action may be taken until approval is received.

The Attorney General must develop training materials on the Anti-Commandeering Doctrine within 180 days, with mandatory annual training for all law enforcement officers and government employees; the state would reimburse local agencies for training costs.

The Legislature may pass concurrent resolutions declaring federal policies unconstitutional under the Tenth Amendment, triggering Attorney General investigation and potential legal action to block enforcement.
